I go with steel. My fear is that an aluminum tank would be subject to puncture in the event of a sudden stop or traffic accident. If you plan on hauling any kind of heavy tools or equipment, machine parts, buckets or the like I would stay away from aluminum unless you can protect it from damage in someway.
